APA Full Time Positions

The Auditor of Public Accounts (APA) is the legislative external auditor for the Commonwealth of Virginia’s executive and judicial branches. We serve Virginia citizens and decision makers by providing unbiased accurate information and sound recommendations to improve accountability and financial management of public funds. Associate Information Security Auditors are responsible for planning and performing technical audits of various technologies, including databases, operating systems, web applications, and network infrastructure devices of state agencies and institutions of higher education by collaborating in a hybrid work environment at the client site, in-person in the Richmond office, and remotely from home. Position Details
  • Obtain an understanding of the audit objectives and concepts
  • Perform assessments related to enterprise risk management, contingency and disaster recovery planning, and agency information security programs
  • Ensure that audit programs and testwork are documented and performed in accordance with applicable
    auditing standards
  • Demonstrate critical, analytical, and creative problem-solving skills, and sound professional judgement
  • Maintain a questioning state of mind and exercise professional skepticism in gathering and evaluating
    evidence
  • Demonstrate an understanding of materiality/significance and how it applies to the audit
  • Independently manage workload of assigned audits to ensure completion within budget and meet deadlines
Minimum Requirements
  • Information Technology (IT)-related bachelor’s degree
  • Demonstrates an understanding of database management systems, operating systems, perimeter protection systems, web application architectures, and network infrastructure technologies
  • Strong verbal and written communication skills
  • Strong analytical skills
  • Ability to prioritize and manage multiple projects concurrently
  • Working knowledge of Windows and Microsoft Office software, including Word & Excel
  • Occasional overnight travel requires a valid driver’s license and ability to provide own transportation
  • U.S. citizen or permanent resident and must pass a background check

This individual will be a member of the Human Capital and Business Operations (HCBO) team and will lead the accounting operations of the office. Position Details

General Accounting:

  • Prepares and reviews financial transactions in agency and statewide financial systems
  • Prepares and/or reviews monthly and year-end financial reconciliations
  • Monitors accounts receivable activity and performs timely outreach for past due bills
  • Prepares timely year-end financial reporting attachments required by the Department of Accounts
  • Maintains the agency’s annual budget, including the identification of sound estimation methodologies that reflect historical spending practices and known operational changes, performs a monthly analysis of budget to actual data, and provides meaningful insight to management

Payroll and Benefits:

  • Participates in the performance and oversight of processing, analyzing, reconciling, and certifying the accuracy of payroll and benefits in APA’s human resources (HR) and statewide systems
  • Coordinates effectively with the HCBO Team about personnel changes in the agency’s HR system that impact payroll accounting
  • Serves as a subject matter expert on the administration of state benefits, including but not limited to, the Virginia Sickness and Disability Program and Virginia Retirement System plans
  • Periodically performs analysis of annual and compensatory leave balances
  • Ensures adequate administration and accounting for employee parking
  • Ensures agency compliance with state and federal tax requirements

Internal Control:

  • Establishes and maintains a framework of internal control over significant fiscal processes, including the annual review and update of accounting policies and procedures
  • Ensures the agency’s compliance with ARMICS, and recommends changes to policies and procedures to improve the efficiency and effectiveness of significant fiscal processes
  • Documents, organizes, and retains financial records in the document management system in accordance with agency and statewide policies and procedures
  • Ensures forms, links, and other accounting resources provided to agency staff through the document management system remain current and accurate 

Engagement and Collaboration:

  • Independently manages workload and adheres to deadlines
  • Performs a thorough self-review of all completed work to ensure a high degree of accuracy
  • Demonstrates the ability to be proactive and take initiative in a team environment
  • Demonstrates excellent verbal and written communication and interpersonal skills
  • Supervises staff accountant to ensure proper allocation and completion of work, provides real-time performance feedback for staff growth, and provides performance insights to HCBO Directors for consideration in performance evaluations
  • Serves as a resource for staff with payroll, benefits, or general accounting related questions
  • Proactively contributes to and participates in HCBO team projects and initiatives
  • Contributes to a positive and professional workplace culture
Minimum Requirements
  • Bachelor’s degree in accounting or related field from an accredited four-year college or university
  • 5+ years of progressive accounting experience
  • Proficiency using Windows and Microsoft Office software, including Word & Excel
  • Valid driver’s license and ability to provide own transportation
  • U.S. citizen or permanent resident and must pass a background check

Preferred Qualifications:

  • Knowledge of governmental processes, preferably Virginia government
  • Experience utilizing the Commonwealth’s accounting system and/or PeopleSoft
  • Relevant professional certification(s) such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Payroll Professional (CPP)
