This report presents our Office's final publication of the Comparative Report of Local Government Revenues and Expenditures for the fiscal year ended June 30, 2024, in accordance with § 15.2-2510 of the Code of Virginia.
As of the report publication date of April 7, 2025, the Cities of Colonial Heights, Emporia, Franklin, Hopewell, Manassas Park, Martinsville, Norton, and Roanoke; the Counties of Accomack, Alleghany, Buckingham, Charles City, Floyd, Giles, Grayson, Lee, Northumberland, Pulaski, Russell, Surry, Warren, and Westmoreland; and the Towns of Big Stone Gap, Blacksburg, Broadway, Clifton Forge, Marion, South Hill, and Vinton have not submitted fiscal year 2024 transmittal data and audited financial reports. In addition, the County of Scott has submitted its transmittal data but has not submitted the audited financial report. Accordingly, this publication does not include financial data for these 30 localities.
The Office published a subsequent amended version of the 2024 Comparative Report that includes data for some missing localities that have submitted the required financial reporting information.
Update on Reporting Submissions as of April 16, 2026:
- The City of Franklin; Counties of Lee and Surry; and Towns of Blacksburg, Clifton Forge, Marion, and South Hill have now submitted their FY2024 transmittal data and audited financial reports. The Cities of Colonial Heights, Emporia, Hopewell, and Manassas Park have submitted their audited financial reports; however, we are awaiting submission of the transmittal data. Our Office will publish a second amended version of the 2024 Comparative Report at a later date once we receive data from the delayed localities who have not yet submitted their FY2024 financial reporting information.
- The following 5 localities continue to remain delayed with submitting their FY2024 required reporting: City of Norton; County of Warren; and Towns of Big Stone Gap, Broadway, and Vinton.
