In accordance with legislative requirements at § 15.2-2512.1 of the Code of Virginia, the Auditor of Public Accounts is required to notify certain legislative committees and executive branch officials if a locality has not submitted its audited financial report within 18 months of the required December 15 deadline pursuant to the applicable governing statutes.

As follow-up to our notification letter, Hopewell city management notified our office on November 17, 2025, that the city completed its FY 2023 audited financial report in October 2025 and provided us with information that the FY 2023 financial report is published on the city’s website.  However, at the time we issued our notification letter, Hopewell had not submitted its audited financial report to our office as required by the Code of Virginia or notified our office that the audit was complete.
