Summary

This report reflects amendments to our Office's original 2023 Comparative Report published on May 31, 2024. This amended report now contains data for the following localities that were not included in the original report publication due to their delays with submitting the required fiscal year 2023 financial reporting information: Cities of Colonial Heights and Portsmouth; Counties of Accomack, Amherst, Buckingham, Dickenson, Greensville, Lee, Pulaski, Scott, Warren, and Westmoreland; Towns of Clifton Forge, Richlands, and Vinton.

As of the date of this amended publication (October 16, 2025), the Cities of Emporia, Norton, and Petersburg did not submit their fiscal year 2023 transmittal data in time for this amended report. Accordingly, this amended publication does not include financial data for these localities.

 

August 2026 Update: The City of Emporia submitted their FY2023 transmittal data in March 2026. We have not received the FY2023 data for Cities of Norton and Petersburg. Because of these significant reporting delays, the data for these three cities will not be included in an amended publication of the 2023 report.
